Sift together flour, salt, and baking powder into a medium bowl; set aside.
Stir in the pecans by hand.
Make the Cake Batter: In the bowl of a stand mixer with the paddle attachment or with an electric mixer, beat the butter until creamy. Pour two-thirds of batter into pan, sprinkle struesel filling. In a small bowl add all ingredients for pecan streusel, mix until well combined then set to the side.
